Because they don't want it to do good. Honestly all of the so-called 'reasons' I've seen are so biased that they cannot be taken seriously.
The only thing that will help us to see the legs of either of these will be 2nd generation software, which we may not know about until E3 2011. There will be some 1.5 gen (sorry, can't think of what else to call them) games that will likely release in late winter and spring that may be slight improvements on what we see at launch and may keep interest generated at least.
Here's to hoping MGS, SCE and 3rd parties have some intriguing ideas cooked up for these add-ons. It'll really be a waste if they don't (especially for SCE as it would only confirm some fears people have about the purpose of Move).
