It would need to be a lot more than just Europe. For the period in Europe alone vgchartz had the XBox 360 450K above PS3, and the XBox looks to have been overtracked too. But XBox did still beat PS3 in the quarter in Europe as stated in MS' financial statement. So that puts a high upper limit of being undertracked by 450K for the quarter in Europe alone (probably more like 300K).
So the real undertracking has to be happening in Latin America, Asia, Africa and the Middle East (we were close on Australia only quite recently and even if we undertracked there since then, it wouldn't be a significant amount).
Latin America seems likely due to Tretton's statement. On the other hand it seems this would signify huge growth in that market, while the GPD of the big Latin American economies has been declining.
Though if anywhere would see increased demand after the jailbreak, it would be Latin America and Asia.
