No, axt, that is not what the question implies. You have to look at the question for what it is, not as a platform for you to preach off of your soapbox. Try to work with me here.
The quesiton is asking if games - period - are the primary determining factor when it comes to decisions made concerning what console to purchase. If you think that "console sellers" are what cause people to buy consoles, then the answer is yes.
You see? So I need a yes or no answer.
