While Shenmue was a flop because of high budget, it definitely didn't cause SEGA to fail. Losses caused by Shenmue were minimal (although they sound big) compared to losses of Saturn and Dreamcast. Sega wouldn't exist in console market even if Shenmue would never have been existed.
