That's how it was initially when I got Netflix here in the good 'ol USA, too. It had a few good recent movies and lots of old stuff that you had to sift through. I was decent but not too impressive. It didn't take long for it to start getting all kinds of content from tons of big networks and recent movies, too. Hopefully Canadian Netflix will experience similar growth, too. Sooner, rather than later.
