My guess is that KH3DS is likely in a phase before it's story has been developed. They're probably still doing engine development for the 3DS and putting character models together and such. Anyone at Square Enix with half a brain would know a "main" FF title (it's not entirely a main title like FF XIII is, but whatever) like Versus XIII will sell more than any KH game. Especially 358/2 Days (a side story) and BBS on PSP (and where the Western market > JP market for KH, PSP isn't exactly the best platform for sales).

It's all in a continuum with cost and potential sales. Versus XIII would be deemed relatively similar enough to Kingdom Hearts to assess the base amounts of appeal such a game has on PS3 (and inevitably 360). Certainly raw sales would not be similar, but it could be used as a guage for enthusiasm. Enthusiasm especially set against enthusiasm for the titles on the handhelds, then we set the stark reality of development costs against one another (which we've seen proof positive has effected publishers in the past in spite of a certain assured level of sales, as in the case of Monster Hunter Three, though Capcom and Squenix have very different thought processes)
