Yes, and from what i've heard the function will only be enabeld in the U.S., U.K., Japan and Mexico. In other regions it is going to be dissabled(probably because of accent). Other regions will get it in spring 2011 at the earliest, and i kind of have a feeling Kinect might already drop to 99 euro's by that time(atleast i hope so).

I might pick it up earlier if the reviews are really positive and there's alot of software, but i find 150 euro's a bit to steep, especially with alot of other great titles coming up(i would probably be more tempted to buy a used Wii for that money aswell).
