They were probably forced to drop rumble because they had lawsuit about rumble patent at the time of the launch. Lawsuit was only settled few moths after PS3 was already launched. Then again, even in that case they lied about reason why sixasis didn't have rumble (it wasn't important, it couldn't be done with motion control etc) so they wouldn't lose too many sales at first.
