Good idea but it sounds like the 'full' game is going to end up costing much more than before: "But if a person wants to spend a $100 on a game then they can do that as well." Meaning you want the full game, you pay $100 for it because I doubt what goes over the usual $60 is NOT extra content but content that should be in the game.
