Because the numbers look bigger and more impressive naturally.
But you have a good point, Halo with multiple accounts on split screen is pretty much the way to play Halo in a gaming household.
And yes; the number that means the most is ultimately how many copies the game sells, not that it isn't important to track how many people are playing a given game.
