According to both Media Create and Famitsu, yes.

It's really within margin of error. vgchartz has the highest first week numbers for FFVIII so here it actually could keep its top spot.

That's still to be decided since VGC does not post Pokemon B/W's number yet. You can't just take numbers from other tracker to prove that.
