IDK, the WG would be stupid to add in Buggy. He's not that strong of a pirate and doesn't have many uses. Being world famous is one thing but he'd still probably get owned by everyone in the Straw Hats (even Usopp, especially with his new power ups), the Supernovas, etc.

Some people are stronge... other just influential.

And Buggy is more stronger than Ussop... it is not as weak as everyone thinks.

Buggy may not be the strongest, but now he is gaining an formidable crew which probably warrants him with a place to become an Shichibukai.

 

 

Oda: I wanted to read pirate comics since I was a kid, so if I was going to draw comics I decided I was going to use a pirate motif. It had nothing to do with thinking about whether it would sell or not. I just simply drew comics that I wanted to read. Plus, I though it was weird that Shonen Jump didn't have a pirate comic. After all, their logo is a pirate!

I just read this yesterday :D. Quite put it this way, my 2 favourite mangaka of all time. Inoue though is still the master

And OMG!! NEXT FUCKING WEEK O_o... finally :') 

And if there's one prediction i have, it's that Usopp will become a major factor. I think he'll be strong like his dad
