It would be a cool idea, but I don't see a new forum being made to accommodate it. ioi and team turned down a political forum, I can't see them building a new forum just for fan fiction.
Maybe a dedicated official thread, you could get stickied?
Edit: I'm very much interested in it. Just I don't think it would be right for this site.
