Monster Hunter still rocks, so no, there's still talent at Capcom. Ditto for Ghost Trick and Basara 3 evidently, and Okamiden looks great. Just because their internal HD exclusive efforts have gone south doesn't mean the company has overall.
And SF4 was amazing, though it was also really developed at Dimps.

Doesn't Dimps work for Sega? Or do they make games for multiple different publishers?

They were co-founded by Sega and SNK and have made games for TONS of other publishers too (Capcom, Bandai, Namco, Sammy, Banpresto, Sierra, etc). They're mostly ex-Capcom and SNK staff though (which is why they were tapped for SF4).
