The simple fact is that all publishers had planned on the Wii to fail from day one. Publishers plan out 5 years in advance (some more, some less) and because they never allocated resources, funding, conceptual testing, engine development, etc...this is what we got.
Several publishers have stepped forard and admitted this but by that point, it was too late. They couldn't drop 4-5 years worth of X360/PS3 development, planning and testing and try to target the Wii. They'd already be several years behind (and this shows already for the games they do release).
