Because it is, there's only a few good racing titles out there anymore worth purchasing. plus the total units sold on popular racing titles get's lower and lower with every sequel ect... . There is only so much you can do with driving games.  Detail put into driving games ends up going into things that are more for gear heads.   For FPS, you can introduce new modes and features, and keep it fresh. It can go into different directions, as is seen with Borderlands, as an example.  You can also do like Rage, where an FPS also gets a driving game attached to it.

This being said, Gran Turismo is an entirely different animal than your normal driving game as far as relevance go.  It may be possible though, that GT5 moves more consoles than Reach, but Reach outsells GT5.
