There's a difference between units sold to retailers and units sold to consumers. VG Chartz tracks the latter (as best it can), so the numbers tend to be lower than what Sony et. al. state they've sold. While the PS2 probably does have 130mil units in distribution, not all of them have been bought by consumers.
