Well they advertised professor layton a lot


That was due to the fact Prof Layton was published by Nintendo, same with Dragon Quest IX.

Hasn't Level 5 recently announced they are to set up a Western publishing section?  If so, I expect Ninokuni to be published by themselves, but to receive market support from Nintendo.
