I would say its just marketing and diversity of user base
If you look at the PS3 software sales, the SCE games are some of the best selling in their respective genres, even if Killzone is massively outmuscled by CoD. I think the issue with KZ in particular is CoD became huge first, so its task of taking FPS users is much harder than that of Halo, which was huge before CoD 4 changed everything, so already had its loyal fans.
But great games don't always get great sales, just look at ME 2 as well
