RPGs lack difficulty (specifically jRPGs) because they've barely evolved in the past decade or two. We're still on this whole "Use fire on ice enemies" deal and when it's that simple, it's hard to make the game difficult. The genre needs something new for it to bring difficulty to the table. Also, in most RPGs, with enough prep, you can usually take on anything, so the only way to make the game difficult is to impose your own limitations. The problem is, if devs try to throw in something tricky, the gamers could complain calling it cheap and annoying. At the end of the day, people want to have fun, so don't expect the formula to change too much or too drastically any time soon.
