Yeah they probably use a % of margin of error and look at the leaderboards to see how many users are registered. Last I checked (though it was last week) Castlevania HD had 70k registered users on the single player leaderboards for Chapter 1 Normal, so you probably throw in 5k (or whatever the formula may be) of users who used a friends game signed (I think that would be a bit high, but just saying) etc.
It's just that simple.
