When you kind of think about that in terms of a race...
Its like the GC got off the starting blocks... stumbled a bit... and then just fell over while PS2 just kept on running around and around.

That is exactly where I heard the term. Its based on some sort of average sales per console in the total market.
Now, whether it is a good analogy or not, I do like the term. Kinda fun
