Actually, it does make sense, a lot. It's painfully obvious that some Japanese/Eastern games just don't do well on the 360 since the 360 has so much of a Western appeal. If the manufacturing, development, and promotion of a game are not signifigantly offset by profits, then keep it on the one console it will do best on. Even a small profit might not be worth it because maybe the developers were better off investing their time and resources with another game.
