Pokemon Diamond / Pearl and it isn't even going to be close ...
So far it has sold more than 5 Million units in Japan, will sell between 3 and 5 Million units in North America by the end of the year, and will likely sell at similar rates in Europe. I don't think there is another game that could potentially sell 15 Million units this year.
