It's still irrational as you say and something that people should try to overcome. The IRA were constantly bombing London, yet I don't have a fear of the Irish (although that could be c'os they're great on a night out in the pub!).
That irrational fear shouldn't become cause to completely blame an entire group.
Off topic: The spiders thing probably isn't the best example. There's also some inherrent psychological reason for the fear due to the way they move... it's just creepy :P
