I disagree when the DLC is free and available on launch day.  If those are true then there is no meaningful difference between what's on the disc and what you download extra.

It totally could screw up review scores and comparability though. If later for some reason the other version (X360 in this case) got the same DLC as a free download you'd forever have a misleading difference in review scores between the versions.

I think you have to be very careful to judge value versus price of a game. I'm not saying it's easy and it's apparent how problematic it is when expansions are reviewed because they always tend to get 10 points lower than the original game, despite the cost.
