Well, there is a lot of proof that developing Wii games is cheaper than developing games for the other systems.
The problem here is the other point to which you alluded -- this developer does not have a lot of experience doing "big" games. And it tried to do too much on its first "big" game -- and ended up over-promising and under-delivering. Then it followed it up with a game that came out cheap and immediately saw a price drop --which does not point to quality.
