Well lot's of people don't use condoms here in Romania also. But that's because many (especially those who live in the countrysdie) have never heard of them. We don't really have any sex ed over here, hence lots of teenage pregancy and lots of abortions. I've actually met people who think you can't get pregant the first time you do it (and they're not the most ignorant I've met).

well it wasn't to long ago in the US where it was "common knowledge" among teens that kissing could get you prego
