Because FIFA is based on the most popular sport in the world, while Madden is only popular in US where 360 has a major advantage to PS3 and will always have that advantage. On top of that, people are not going to be out buying new machines to play Madden. Its too common and comes out every year.
A bundle shoud be with a game that is not only unique to that console, but something worth saying, oh I've been wanting to buy a PS3, not that seals the deal. Madden is definitely not that game. FIFA for Europe where the userbase is more even and at the time was still growing was.
