In theory, strategy. In practice, tactics. Why? Because strategy too often means no tactics, which is what I mostly want from a real-time game of this genre. However, if someone created a game with both strategy that doesn't require me to micromanage every single repair action and all, and tactics that actually requires something more than just building a big army and rushing it towards to enemy base, I'd be all for it. To put it short: real-time strategy that includes actual tactics but excludes mandatory micromanagement.
