Software is the primary driver for hardware. Wii, as successful as it has been, is not exempt from this rule. The fact is, virtually EVERY 3rd party out there has completely shut out the Wii, thus drying out the software library lately and puting all the pressure on Nintendo to release more, who is currently diverting most of their effort into 3DS.
So to answer your question as to whos fault it is, it is primarilly 3rd parties trying to kill the console with its horrible lack of support, coupled with Nintendo's shifting resources to 3DS hardware and games.
PS3 has had tons of strong releases the first half of this year, coupled with a price drop and slim release, and despite all this, Wii STILL outsells it. So in other words, I don't think Nintendo is very concerned about the Wii at this point.
