Basically, that has been my experience. Though the first time it happened, it was scary. I think it was caused by trying to do two things at once (move a menu and load a game). Other times, there has been no real reason.

PS -- So now the question is, do I spray the condensed air into my Wii to clean it out? And if so, where?
