The first has a 69 rating on metacritic. Black Ops will most certainly be in the mid to high 80's.

so your saying the first game's metacritic will dictate the second game's metacritic?

The first has pretty poor reviews. The second is being developed by the same studio. Are their many games this gen in which the first interation has scored in the 60 bracket for the sequel to then reach into the 80's? (perhaps even 90's if Black Ops scores well.)

It's a steep mountain to climb. If I were a betting man, my money would surely be on Black Ops.

 it doesnt seem fair to say "since the first game wanst great, the second will be just as bad". im not saying that Conduit 2 is gonna score in the high 80s-low 90s, but im also not gonna count the game out before it even releases. its gotten quite positive previews, and from what ive heard its a major improvement over the first game.
