It cost me 300 bucks worth graphic cards, a $150 motherboard, $100 chip and another $100 on ddr3 to play at high settings @1920x1200. It's not like you can 'upgrade' an old pentium iv to a full-fledged gaming machine.. most machines just deserve to get tossed into the garbage bin, they're not worth upgrading.
I'm sure it will play 'better' on pc, but it certainly isn't cheaper, except if you aim for minimum specs, and then you'll probably be better off with the console version.
If you don't have a decent pc, the best option is to buy a ps3 (to play this game anyway).
