You might be able to see the 3D effect if you have a "divider" (piece of cardboard, maybe even your hand) separating the left and right frames that keeps each eye's field of vision from overlapping.
The lenses themselves just magnify the screen since the actual 3D image area is fairly small (PSP screen divided in half and actual image letterboxed).
