Just add 3DS to the current handheld chart since you could hardly place it in a chart on it's own, then when PSP2 comes along (which will probably be some time later), drop both DS and PSP from the main page.
If PSPhone is primarily a games device, then it should be on the main page. If it ends up having only a modest focus on games (though more than iphone presumably), then don't have it on the main page.
