They certainly are, especially when it comes to things like multiplayer, or more importantly, the grim, visceral, and quite menacing Helghan aesthetic.
Of course, they have certainly showed weakness in areas like narrative, and their focus on that aspect with Killzone 3 highlights the greatest characteristic of the SCEWWS entity. Each studio looks to each other for ideas on how to improve their weaknesses, as well as simply trying to one up each other, and they aren't afraid to talk to each other in an order to do so. Take for example Naughty Dog. They are excellent storytellers and masters of singleplayer, but you can be sure they were eying Insomniac when designing Uncharted 2's coop campaign. Similarly, both Media Molecule and Guerrilla Games have borrowed Sony Santa Monic's MLAA implementation for LBP2 and KZ3.
They are probably the most organized house of developers in the world, aside from Nintendo's EAD groups.
