Jorge Oscuro isn't a member of Obsidian per se, he was just contracted by Bethesda to wok with Obsidian in New Vegas due to his amazing work in the OOO mod. http://fallout.wikia.com/wiki/Jorge_Salgado
I've been following New Vegas development closely solely due to him being there XD.
As I said, the biggest fault for the cut content was Lucasarts indeed, but Obsidian do have a share of the blame for it.
