Actually the entire code of the droid planet was completed and shipped with every copy of KOTOR 2, even the X-Box version had that part in the code. The people behind the Restoration Project found out about it because of the X-Box versions. They just re-used the data for the project.
What they did was they made it into junk data of the code, and took it out of the rest of the game. There never was an official reason for this, but it was hinted that this happened because of lack of complete story connecting both the Droid Factory planet and HK-47. In some HK-47 dialog choices you can see some of that connexion, probably something that was overlooked by Obsidian.
