Hey, here are the things where your logic is broken:
This is about MAY NPD numbers. There was no price cut in may
Xbox 360 outsold the PS3 almost every month in the us since November 2006. It is like 32 months (Xbox 360) vs 10 months (PS3)
Next month might be a even higher, because there was the price cut
July will probably be even better for the 360 IF they manage to ship enough consoles.

If they only mean the US, the should mention it, but not pretend like it's wordwide.

When NPD numbers are quoted, it specifically refers to NA numbers since that is the only region NPD tracks.
So technically, it's not omitting anything, even if it ignores the greater overall picture (global).
