Quite frankly I wouldn't be shocked if the USA (and many other countries) had spies in Russia too. It's just that the Russian spies got caught out. In either case I don't think it is anything malicious, just keeping an eye out.
And the Guardian is usually a pretty good source for this kind of stuff, it's not like the Daily Mail or some other extreme rumour mill paper. The only thing you can't really trust it with is the whole Israel/Palestine thing. But to be honest source doesn't matter here, it's been in every newspaper and on every web page. If you're worried about bias, you can just read another source.
