Kratos had the power (hope) to kill gods in him, but was unable to use it because he can't forgive himself for the evil things he had done in his past.
Pandora helps him forgive himself, thus letting him use the power of hope to its full potential.
When Athena asks for the power of hope, he kills himself to release it to the world, so they can rough it through the tides of chaos that kratos had caused.
He didn't give it to Athena because he was a victim of the gods' lies and deception and didn't want anyone else to suffer the same fate as him. Rather than let the gods rise again, he lets man kind be free of their rule as Olympus is destroyed.
The power of hope would fix things to the way they were before.
