It's actually a bit of long process. You have to join the creator's club to be able to submit your game and it has to go through peer review where other creators check for crashes, forbidden content or other fail conditions. For example all games must work with any controller, not just controller one. I nearly had my game fail because I didn't put in the correct code to deal with someone pressing the 'buy it now' button if they were using a guest account or weren't logged in.
Strange failure conditions aside though I think it's a great service. I'd happily do it for the PS3 as well if they had a similar service (and Microsoft hadn't already money hatted me -_^ )
