This is a to be expected though, right? I mean the difference in userbase size is such that the smaller group would typically be more homogenous?
Additionally, the percents are skewed by the difference in size as well. For example if the Japan userbase = 10 and the US = 100, then if only 3 people bought it in japan, it would have a higher attach rate than if 25 bought it in the US.
That being said, it's a kick-ass game and deserved more sales.
