I don't think many people expected it to do more than 500k in the West lifetime. Those that did weren't expecting much past 1 million.
The series was never this large in the West on the PS2, so it had some leeway/benefit of the doubt. I personally expected 415k by Week 8 and that's pretty much exactly what it did. At this point, it is just legging it out and probably has a decent life ahead of it.
Looking at the game generally, it is near 1.5m, which is the real picture here. It has done well.
