In a way, yes.
The 3DS offers OpenGL shaders, so all the developers who are too stupid/lazy to learn how to use the Wii's TEV will have easy access to cool effects on the 3DS. In other words, while the Wii holds more potential, the 3DS will find its potential tapped more often.
Plus, I hear that the 3D illusion smoothes out jagged edges. A sort of natural anti-aliasing which will ease the complaints of jaggies that Wii games often get.
And finally, it's entirely possible that the 3DS will ship with more RAM than the Wii, though I have no idea what demands the 3D effect places on memory usage.
