About the only thing I could see that would prevent a worldwide launch in time for this holiday season would be manufacturing capacity. I think it is fair to assume that if the 3DS is a reasonable price ($200 or less) that it will sell (at least) as well as the DS is currently selling, and to meet demand Nintendo would probably need to be manufacturing 1 Million (or more) units a month for several months before they launch it worldwide; and if they are forced to slowly ramp up to that, they will probably have to do staggered launches.
