I somehow feel that Namco will be forced into releasing tales game overseas because of this. They kind of had this coming since barely any make it into the US (even worse for Europe. Seriously, I feel really bad for you guys over there). Now I hope that Namco are being forced to have no choice but to localize their games. I hope they don't call their last tales game "The Last Tales" or something similar to that and then start milking it for more profit while having a title that doesn't makes sense.
Edit: I also believe that TOG also "helped" Namco get into this situation because they were lazy to test their games before releasing it into the market. That probably must've cost a pretty penny for each disk recalled.
