Well it makes sense to hold back some franchises because the major ones are large enough to stimulate console sales.
It didn't make sense to release SMG with brawl. They want to use both games to sell consoles and since the consoles are in short supply they want to make sure that they can use the software to properly market the console.
I'm a huge fan of smash, so this kind of sucks for me, but I do understand it from an business point.
