If a game is mediocre/bad, they might not pirate it as they "don't want to waste a CD." In the case of the 360 where you can't play online with a modded console, I know people that have 2 360s, one modded and one regular. They'd buy the good multiplayer games (your Halo, COD, Gears etc) and pirate the single player games.

 

Don't want to generalize, but that's what I've seen throughout the years.

 


Same experience I have. I live in Brazil, where piracy takes a lot of the sales. Pirates love to rationalize their choices by stating the prices are high or the games aren't good enough. As much this might be true in most cases, the fact is that, whenever the price is fair and the game is good, they will still pirate it anyway. 

Well the pirates I know, don't pirate because the prices are too high or the game isn't good enough for them to buy it, they just pirate it. They don't try to rationalize it, justify it, or explain themselves, they just do it. When asked, "why do you pirate games," they say something along the lines of "because I can."
